LuxEeB Energiepass in Luxemburg
In Luxembourg, the energy efficiency of buildings is governed by a Grand-Ducal regulation. Since the 30.11.2007 this applies to residential buildings. On 31.08.2010 a modification of this Regulation for commercial buildings came into force. This regulates the calculation of the energy efficiency, sets out the minimum requirements for the energy efficiency and certifies these with an energy pass.
In Luxembourg, the energy pass is an legal obligation and must be provided to every building application in the following cases:
- in a new building
- an expansion or a modification
- an energy efficiency calculation, as evidence of compliance with the requirements
- during a renovation affecting the thermal envelope or building services
- during a change of tenant or owner (rent or buy)
- for all functional buildings
A few exceptions are exempt from the Grand-Ducal Regulation and thus also of the energy pass obligation. The prerequisite for this is a reasoned request and a complete documentation (listed building, in the public interest, only temporarily erected buildings, etc.).
energy pass – 5 pages
In the 5–page document the energetic quality of the building is described. This includes the areas: thermal envelope, technical equipment, heater/ cooling, provision of hot water and the providing ventilation. Subsequently, the calculated energy demand with the real measured consumption is compared. On the subsequent pages individual measures for energy improvement of the building are described. Through their implementation a new energy rating can be achieved and energy be saved. These recommendations may but don’t need to be turned into reality. These only serve as a guidance or suggestion for a possible modernization or renovation.
